commits list not correctly being linked to their bitbucket author

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
The bitbucket product I use has two accounts, admin and user02
When I commit the code, I changed it user.name And user.email In the commit list, the following figure is displayed：
user01 can not linked account
user02 can linked account
How can I connect to the right user and do mandatory verification.
1,Incorrect account, not allowed to commit ?
2,In hooks menu，I selected Verify Committer Enabled，But Unable to control Incorrect account submission . What can i do this ?
