System admin unable to see private repositories?

According to the documentation here system administrators should be able to see and private repositories of the users, I am a system administrator but I can't really any private repositories of other users what am i missing? Hi Praveen,

Kind of.  You can use an API call to find all the repos and from there you would need to manually view the URL.

The rest endpoint is /rest/api/1.0/repos

In addition, please vote on the Suggestion request titled Provide easier access to personal repositories to add impact and get this added to BitBucket in the future.
