Restoring Feature access - Why is wiki disabled?

On my new BitBucket team I was given access to a project where features are disabled -

Why are they disabled ("#1")? For my personal account ("#2") they are automatically available, how to add to #1 here?

#1 is Bitbucket Server

#2 is Bitbucket Cloud

There are certain differences between the features in the two applications.
