We can't help you with this, we can't see your licence details and you've not given us any real error report to work with. Best guess is that your "local ip" can't reach Atlassian's licence servers, but you'll need to debug that on your network.
Go to your list of licences, and expand the one for Bitbucket. One of the things you'll see there is a licence key. Copy that, then log into your Bitbucket and go to the licence section under admin, and paste the key into the area for licence keys.
