Migrate from one active Bitbucket instance to another active instance

Hi everyone,

We are planning on migrating an active Bitbucket instance in environment A to another active Bitbucket instance in environment B with a view to merging the userbase, and then shutting down Bitbucket A. 

Atlissian have some useful articles around migrating to a new, clean database, but not  that I can see on merging with an existing one. 

We are using PostgreSQL as our external DBMS and I expect that as long as the schemas are the same it should be possible to merge the db that contains the users, permissions, ssh keys, webhooks etc. 

We don't have a reference environment to test this is but we do have mirrors of each server in each environment that we can decouple and test on. 

We only have a small number of users and repos so far so not a huge data set which might help. 

The PostgreSQL and BB versions are not aligned but we will ensure they are upgraded before we start. 

Any advice from the community would be appreciated.
