I am admin and i dont have create repository option in navbar [ Repository ]

I am new to bitbucket and I am the admin, Installed 6.1.1 version.

I dont see snippets option in the navbar, and also I don't see Create repository option in the Top navbar -> repository button.

when i open the project there i can see the create repository option, But from the top navbar i can't see the create repository option. Attached the screen shot for Reference.
