One of my colleagues is admin on a repository but he can’t see my PR comments. Does he need to grant access to himself for each branch/repository separately? Or is there a way to automatically get full access to comments in all situations. As an admin, one should not have such a problem. But he has.
As this colleagues is an admin himself, I want him to be able to fix it. So what should I tell him?

No additional permissions are needed in order for someone to be able to view comments on a pull request.
If you open this PR on Bitbucket's website, and look on the right side of the PR page, do you see these links to discard or finish a review?
If so, you will need to finish the review for the comments to be visible to other users.
When you try to add a comment to a PR for the first time, you will see the option Start review and Add comment now:
If you select Add comment now, the comment will be immediately visible to other users with access. If you select Start review, then this comment and any comments you add before selecting Finish review won't be immediately visible to other users. They will only be visible when you finish the review.
