How do I add a access key for use by Team City?

I don't see the "Access Keys" talked about in https://confluence.atlassian.com/bitbucketserver/ssh-access-keys-for-system-use-776639781.html

I am trying to add a SSH Key that is independent of any real user; it will be used by team city for build processes.

I need to add to my project which is within my organization in www.bitbucket.org.

That documentation is for Bitbucket Server, which is self-hosted. Have a look at https://confluence.atlassian.com/bitbucket/use-access-keys-294486051.html instead for Bitbucket Cloud (bitbucket.org).
