Failed import of a repository now prevents use/deletion of repository

<redacted> is now showing as unavailable after a failed import into it. This is preventing us from getting to the page to delete the repository to recreate it, rename it, or do anything with it.

Looks like that repository was stuck in the "Importing" state. I went ahead and deleted the repository you shared, so you can now try to import again.
