Existing comments are not visible in the "Files Changed" tab of the pull request if a previous changed file has all of its changed reverted / rolled back.
1. Create a pull request where multiple files are changed.
2. Add a comment on one of the files. Do not add a comment within the file.
3. Revert the changes to the file and push.
4. The comment will still be visible in the "overview" section of the PR.
5. The comment will still be counted in the "Comments" dropdown on the "Files Changed" tab of the pull request.
6. When you click on the specific comment in the "Comments" dropdown you will be given a blank screen with the words "Comments on other versions" at the top. From this screen you are unable to resolve the comment in question.

Thank you for raising this to our attention. Just to clarify - when you say "revert the changes to the file" - do you mean via a git revert command?
