We are using the below to scale runner on azure AKS

1. min CPU and memory for runner: 1000m and 2 gb ram
2. the 5 linux nodes online each with 4 cpu and 8 gb ram
when we increase the number of runners as below:

min: 10 # recommended minimum 1 must be in UI because fails, when new build is starting.
max: 10 #
we see only 6 or 8 runners online and 4 or 2 unregistered. Has anyone faced similar issue or anything we are missing?
