Any lock or automation to release the release only when all epics are merged?

I came across a situation here these days that is as follows. We work on developing things in epics, then at the end we merge them with the release.

In a specific case here we had more than one epic for the same release version, but we forgot to merge an epic into this release and this guy ended up being left over.

Is there a way to resolve this or something that might help? Any lock or automation to release the release only when all epics are merged?
