Ciao, when I create a PR, let's say `qa` -> `master`, is it possible to set as reviewers all developers who have at least a commit in the diff between `qa` and `master` ?

In Bitbucket Server in the recent versions - Add default reviewers to pull requests. With this feature, you should be able to set the developers as the default reviewer.
Addressing your issue, set the developers in a group and add them to the pull request as reviewers as mentioned above.
It not quite possible to extract the developers that made the commits in the pull request as the reviewer automatically.
