We couldn’t deliver this payload: Couldn't connect to server

I am trying to setup webhooks in GitHub.

As per the url given in the Bamboo linked repositories given below,

http://172.28.80.1:8085/rest/api/latest/repository/scan?repositoryId=<repo_id>

 

tried to set up the Webhooks  in GitHub, could not connect to the server.

Error Message:- We couldn’t deliver this payload: Couldn't connect to server

How do I solve this issue.

Github does not know about your server location 

http://172.28.80.1 is private address

Then how do I test the GitHub commit in Bamboo on local machine.
