Making Artifactory Upload plugin available in Deployment projects

How can Artifactory Upload plugin made available for Deployment projects? Naturally, we do not want to upload the untested NUGET and Maven packages after each build. We want to create a deployment plan in Bamboo that would upload the Maven or Nuget packages to Artifactory.

BUT, for some reason, the Artifactory plugins are available only in Build plans, and not in Deployment plans.
