Is there a way to enforce a CI step on all my pipelines for security reasons?

Hello,

I'm a Security architect and I'm trying to enforcer a security tool as a step in 100 different pipelines. The thing is that developers in my org can simply remove the step in the CI and I'm trying to find a way to enforce it on the organization. Any suggestions?
