This will only turn of the permissions.. but these permissions are still available by default when someone create new plan.

We want the logged in users to view the plan to which they have permissions. Right now every newly created plan is viewable by all logged in and anonymous users because of the following default permissions. Is there any way to turn off these default permissions for logged in and anonymous users?
