Is it even possible? I tried digging through Bamboo REST API, and of course googling, but commecial CLI tools aside, there is no clear answer I can find.

Arifacts are linked to the builds and not the plans per se. One option is to try using the jobkey per Jame's recommendation in How do I get artifacts with the REST API?
Using the native API there isn't a method to pull this data so in light of that I would also recommend creating a Suggestion ticket on JAC.
Once you do that you can add the ticket number here so the community can vote on that feature!
