How do I select lookup issue as an Action in Jira automation?

Can you elaborate a bit more in regards to what you're looking to achieve or maybe share a use case?
The lookup issues action is available in Automation as can be seen below:
You will however need to use smart-values as mentioned by Bill in the previous answer.

Are you sure you're looking at the action instead of the trigger?

Are you using Jira Cloud or Server/Data Center?
If you are using Server/Data Center, automation does not support Lookup Issues.
Instead the bulk-handling option is available for the scheduled trigger or for branches: https://confluence.atlassian.com/automation/run-a-rule-against-issues-in-bulk-993924653.html
