So I should probably should ask WHY are you wanting to do this? If I'm going to guess, it might be because you want to delegate this ability to non-administrators?
Cool, then yeah, the ability in Manual trigger to limit "Who is allowed to see and run this rule?" is exactly what you need:
What's a little odd though, is that the Archive space action doesn't let you specify a space:
Originally I had all these ideas of using User Inputs to ask the user what space to archive, and then figure out some way to validate the space exists, but ... no.
This rule will only let you archive the space you run it from.
Kind of weird.
This also means that I don't think you can run it from a schedule, because you wouldn't be able to specify what space you want to archive.
Anyways... that's all I've got.
If you can provide more context for WHY you might want to schedule archiving a space, that would help us dig into a possible solution. (Which will probably involve an API call.)

Thanks for your response.
Yes I want specific team(non-admin) to have access for archiving the spaces, reason to do this is as part of user offboarding. I reckon I can look in to this as it definitely reduce the number of clicks with manual process.
I initially want to schedule on the day user offboards like if user status is Inactive Archive the space.
