Welcome to the Atlassian Community. 

In the first instance you should have a look at the two apps written and under active development by Atlassian to see how close they are to what you need. Remember the more complex your installation (including installed Apps) the less likely that these tools will be able to fully complete your transfer.

Technically the migration is feasible, the apps that @Phill Fox has mentioned will really help you to migrate over your Jira and Confluence data.

One aspect that we found essential for a successful migration is the assessing and planning of your migration, the two steps are as important as the testing, as a good planning will safe you a lot of work during test, UAT and production migration.

I would highly recommend checking our Cloud Migration center , this is a hub for all the migration documentation and tips.

A common blocker for a server to cloud migration are the apps, and before deciding to migrate, review any apps and custom integrations you may have to determine what you'll need in cloud and the migration paths available.
