Is there a way to automatically activate users provisioned from Okta, or skip the onboarding Qs

We're missing about 50 users that have access to atlassian from Okta but have never logged in to it, so they are not showing as customers in JSD. Is there any way to bring them all in as customers automatically or is the only solution to instruct the users to go through the onboarding first login flow?
