We have a testing Jira cloud now, and want to create a new organization too use Access in admin tab. But I don't see any button where I can create a new separate from our product organization.

Currently, it's not possible for an admin to create more than one organization.
We have a feature request suggesting the implementation of this ability:

As a workaround, you can create a new user using your personal account, for example, to create the organization and add you as an org admin and then remove the new user or you can ask an administrator (who is not an organization admin) to create this new organization and add you as an org admin.
Currently, the feature is a low priority because since it was created in 2017 it got only 8 votes. Also, it has a workaround and many other features don't.
For example, the feature for Audit log is something that many customers needed and it was implemented this year:
