Why does a fix version show in Jira Tickets but not on a dashboard filter pick list

I have a release version created, and you can see it in the Jira Tickets Dropdown but when I go to my dashboard using a Rich controller gadget it does not show in the picklist

I moved your question here to App Central because it is a question about Rich Controller Gadget, an Atlassian Marketplace product — not a question about Jira.

I also added some additional tags to your post to hopefully draw the right eyeballs to your question.

That said, IMO you'll have better/faster luck with an answer if you head over to the Rich Filters support team at Appfire.
