Hi,
I am using a Jira Software project, wherein I have a custom field as Tags. I want to apply dynamic selection of values for this field based on the component selected. For example, if I select ABC in component field, then under Tags field it should give me an option to select only the values associated with ABC and if I select ABC and XYZ as components then the Tags field should display the list of values fall under ABC and XYZ for seleection.
This sounds like you have used Scriptrunner's Behaviours on Server in the past.
Cloud does not yet support the ability to write Behaviours for Cloud, so you can't do it at the moment.
So we do not have any option to customize fields in cloud?

I don't think this will work as this will run once the issue is created, I want to put the condition while creating the issue.
