I have configured a new Action using "Actions for Jira Service Management" app and associated to a dummy transaction in an active workflow. However on the portal it does not appear, displaying "Forms for editing requests appear here, but none are currently available to you."
The action is already configured as visible and my user group should be able to see the action (i have configured the entire organization).
I found out that I did not enable "Show transition in the customer portal" in the workflow transition configuration.
