how can i get all jira closed by my team in january month?

Try this one: 

status changed to closed by membersOf("jira-administrators") AFTER startOfYear()  BEFORE startOfYear(12M)

That's a good one. How about we include the statusCategory = Done?

This will ensure those issues in reopened status are excluded. 

statusCategory in (DONE) AND status changed to closed by membersOf("jira-administrators") AFTER startOfYear()  BEFORE startOfYear(12M)

It will be good if there is a JQL function to denote the last person to close the issue.

By right, the assignee will be the last person to close the ticket. Then you can use the JQL 

project = XXX and status category in (DONE) and assignee = membersOf("your-team-group-name")
