Is it possible to use tooltip on mouse over on component field for example or any other textboxes?

You could:

1. Use a custom field like Velocity processed Message Custom Field (for view) or other Message Custom Fields...included in JIRA Toolkit
2. Read Brian's answer here about modifying JSP and VM files for another method.
