I'm afraid that is currently not possible.

When we rolled out projects we were unable to also release its API, which is currently still being worked on. Creating a repo through the API currently always puts the repo in the team's default project.

There is a public issue that tracks this feature that we will update ones this goes in. You could subscribe to it to receive notifications: https://bitbucket.org/site/master/issues/12273/repo-creation-api-endpoint-needs-new
