Yes, this is possible...
We're actually building it as we speak for a customer. It's a JIRA plugin that will update JIRA to reflect changes in HP Service Manager and (later on) visa versa.
Unfortunally I can't share the source code with you, but I can share some of our experiences.
- We choose to have JIRA in controll and build a plugin.
Advantages, direct access to JIRA api, no seperate process, easier to build configuration
Disadvantages, trying to consume a SOAP webservice from JIRA, not so trivial as it should be due to osgi
- Mapping HP Service Manager to JIRA workflow is tricky, you will have to agree on some level of similairity
- We added some customfields types so we can store some metadata to prevent a round-trip :P
- We added the actual connection to HP Service Manager as an one-way Application Link.
Advantages, easy configuration and authorization, easy to switch between dev, test or production.
Come to think of it, building a generic plugin for this kind of intergration is a challenge. If this is something you need (and can get the budget for), get a Atlassian Expert involved, just like our customer did :-)

I'm afraid there are no out-of-the-box plugins or features for JIRA to connect JIRA and HP Quality Center. However, JIRA does come with a number of SOAP and REST APIs that you can use to create tickets:
