Is there any way to update Dynamically Jira workflow

Can any one help me on how to update dynamically workflow in Jira.

Scenario :  currently assume that workflow which I am using consists of three steps.  

Level1 (state) ------> Level 2 (state) -----> Level 3(state)  these is default workflow

I am using in my Project management. my requirement here is based on users generally

state in workflow are different. I have to update dynamically state and transitions in workflow.

based on users. 

let me know any plugin is available for this requirement or any help in this regard..

No.  Changing a workflow on the fly would be complex and painful, and break your user experience. 

What you should do is use the workflow as it is intended.  Create a workflow that contains all possible paths through your desired process.  Then, on each transition, add conditions to restrict who can use it.
