Is it possible to create a JIRA issue from a smart commit?

I find that most developers are not logging bugs they find during development. It seems to be that they don't want to leave their terminal/IDE/git interface to create a JIRA issue and then mention it in the commit.

 

GitHub has the ability to create/add a bug issue in a commit. 

 

Is there a way to do this with JIRA and Bitbucket or smart commits? We are using JIRA 7 and Bitbucket 4
