Confluence User Macro

Confluence user macros are poorly documented, so I wanted to ask some questions that the documentation and examples don't really answer. What language are they written in, groovy, confluence api, jquerry...? Can I use any programming language? What is and is not possible with an user macro vs a plugin?

Confluence user macros are generally written in Velocity Template Language (VTL) and HTML.
