How can i configure a portfolio plan to reflect an accurate capacity view by Person?

I m trying to create a plan in Portfolio to monitor the capacity of the team members across all our projects. 

We are using SCRUM and the story points assignment is at the story / defect level. The SP estimate combines both DEV and QA Effort. Therefore, this doesn't reflect well in the capacity view in Portfolio. 

I tried to create DEV and QA sub-tasks and assign the SPs at that level. This gave me more accuracy in the capacity view. However, when i submit the changes to JIRA, the SP assignment at the sub-task level overrides the total SP at the story level. In this case, the Agile board is no longer reflecting the SP as needed. 

How can i resolve  this? is there a way to get an accurate capacity view in Portfolio yet keep the SP assignment at the story level?
