Using Jira-Cloud cannot see the development panel as project viewer

Setup a next-gen project in jira cloud, and found that project viewers cannot see the development panel. Switching a user or group to member or administrator make the development panel visible.

Is this the desired behaviour? If not, how can I allow project viewers to see the development panel when using Jira Cloud?
