How to create a new report with custom date?

Could you please provide more details about what you are looking for.
"create a report" is too vague to be of any use. The scale goes from meaning "run an existing report" (and you want to tweak its parameters somewhere), to "JIra does not have a report that does what I want and I am trying to write an app to do it".
