How can I make the Story Points field visible on issue pages when the field has a value of 'None'?

Is there an easy way to configure the Story Points field to always be visible on issue pages, even when the field has a value of 'None'?

As an example, by default the Labels field is visible on issue pages with a value of 'None'.
