After recent change in Jira ( Dec 18), Workflow setting menu item is not under Project setting any more? where is it? how I can change workflow schema of a new project?
I think this project is a "Next Gen" project rather than a classic one where you can have mixed workflows. Can you check the project type?
I have this same issue. How do I check to see if a project is "Next Gen"? What does it need to be so I can add Workflow Schemas?
