Is there a that you can set up a story so that when it is finished, JIRA will e-mail the next person (now that the dependency has been moved) that the story is ready to be started to be worked on? Thanks!

Anyway you could always use a scripting add-on to implement this feature.
For example, you could use the Power Scripts add-on:
