I am trying to move the expiration date under the title of the ticket. Is there a way to move it or just make a copy of it on the top of the trouble ticket?

You can not change the order of the custom fields this way. All you can do is reorder custom fields with the web panel, where they are shown.
I see. How do you reorder the custom fields with the web panel? Where do you go to reorder them?
Open the view screen for the issue type of the issues and reoder fields (project settings -> screens)
Though it will be visible only in the old issue view. For the new issue view it will not take place. You can see the following ticket:
