Is it possible -- without buying a plugin -- to have 4 subtasks that are part of the template for the initial issue creation? I.e. I open a ticket for a new Client Implementation and I have four subtasks that are already in the ticket for assigning to four other teams that have tasks outside of the Jira workflow.

If you want to create automatically 4 subtask when a issue is created you will need a plugin. I did it with bob swift addon
