Why are new issues still assigned to the project lead?

Question

We have several projects where the default assignee is "unassigned." Despite this, on 3 projects new issues are still assigned to the project lead when created. This setting (leaving them unassigned) works just fine on the other 3-4 projects where we have it set this way. Any ideas why and how to fix it?

Ah, ok.  I would look next at the workflow, as the other place that could be setting an assignee

None of these projects have any components. Any other thoughts?

Check the automatic assignee rules in the "components" section of the project, that is probably setting things.
