I want to disable downloading attachments from our confluence cloud deployment. This help article says to edit your velocity files but I don't know how to do that.

Velocity files are not available for editing in Confluence Cloud. They are part of the source and customizing source files is listed on Restricted functions in Confluence Cloud. (The article you linked is for Confluence Server.)
We do have a suggestion ticket open for the development team to add the ability to restrict attachment downloads via permissions settings: Permission to Disable Attachments Download. If it seems like that would work for your use case please vote or comment on the ticket to communicate directly with the developers.

As that issue hasn't even been verified by a Dev and was submitted in 2017, is there some way to get someone to at least verify and respond about an ETA?
