How can we grant "JIRA System Administrator" (higher) role to another person who has "JIRA Administrator" access?
On Cloud, you do not. Only Atlassian support get System Administrator.
On Server, you need someone who is already in the group(s) to add others.

You can add them to the 'site-admins' group to give the next level up from 'administrators' permission.
You can't give System Administrator privileges in Cloud as that is reserved for Atlassian support staff only:
