Are Confluence and Jira open source free licenses available for the cloud versions?

It seems that the free license is only on the self-hosted modality. Is that right? Or a free license is also available in the cloud version?

No. You can get a free Cloud install too. See https://www.atlassian.com/software/views/open-source-license-request (and look for the server/cloud radio button)
