sure, Service Desk is an application, just as JIRA Core for example.
In fact a lot of implementations of Service Desk almost certainly are installed in the same instance as Software.
Scenario is that Service Desk servers for the customer/user portal and Software serves for Development. For example raised bugs in Service Desk would get escalated in Software.
Yes, they're designed to be run on the same Jira Core.
