We have JIRA cloud and when I am in Create User screen and click in any field, I get a dropdown from no where as below. It takes multiple random clicks before I can enter data into any of the fields.

Try to clean the browser cache.
Contact the support https://support.atlassian.com/servicedesk/customer/portal/23 if it does not help.
Clear cache doesn't help.
