Send notification to one user when orginal estimate field is above 20h

I need to send email notification in workflow to one user when original estimate field is above 20h, Custom field has certain string value and issue status change to desired status. How can I do it?

For this you will need a plugin, e.g. Automation for JIRA or Scriptrunner.
