How to stop sending notification email when Administrator logins as different user?

I was trying to upload user profile picture by going through "User Management" -> Select the User -> "Login As User". Whenever I do this, it will send email to the user saying the admin has login to be the user.

1. Is there a way to disable that notification email for that particular task i.e. "Login As User"?
2. If not, what is the best way for Administrator to upload user profile picture in Confluence?
