Is there a Test or Sandbox system that comes with the Cloud option to test new workflows prior to moving them to production?

I think your only option in Cloud is to have a second account which would only be an extra $10/month (for up to 10 test users).

With server, you can set up an additional test instance for free.

Yes I am trying to bring JIRA to my organization and building a business case. One of the requirements was to have additional non-prod system for testing.
